WASHINGTON DC -- The Federal Court of Appeals in Washington DC released a verdict Tuesday regarding the Minerals Management Services (MMS) Outer Continental Shelf (OSC) 2007-2012 leasing plan. It clarified its previous order stating the Minerals Management Service didn’t complete enough environmental impact study of the surrounding areas to offshore leases in proceeding with its 5 year planning for leases. The ANWR issue is alive and well in Congress again this year as we are entering the 9th month of the 111th Congress 14 bills containing an ANWR provision reside on the books of Capitol Hill. Two out of the 14 bills are “wilderness” bills calling for the lock up of the 10-02 Area of ANWR by declaring it “wilderness” lands as defined by the 1964 Wilderness Act. Washington – Senator Lisa Murkowski of Alaska submitted draft text promoting the exploration of Alaska’s Outer Continental Shelf (OCS) and ANWR Coastal Plain areas to a bi-partisan Cap and Trade bill being drafted in the Senate. The Cap and Trade bill authored by Senators Lieberman (D-CT), Kerry (D-MA), and Graham (R-SC) is being touted as a bi-partisan approach to the Cap Trade CO2 regulating climate change issue. The Alaska Department of Fish and Game has reported that the Central Arctic caribou herd, which occupies summer ranges that include the Prudhoe Bay and Kuparuk oil fields, grew sharply in numbers between 2002 and 2008.
